In Spain, 911 won't work if you are trying to call an ambulance, the police or fire department, for emergency assistance you need to cal 112.
Important tips:
Madrid is overall a safe place, meaning no gunshots and major safety issues of that kind, notwithstanding it is important to keep an eye for your stuff, use the safe box from the hotel to keep your passport safe and all things of value.
One thing that has gone worse with the years is the pickpocketing especially at bars and trains, nothing that being aware of your surroundings and not leaving your stuff unattended won't prevent.
Don't leave your phone and things of value on top of your table whether you are inside or outside of the bar, restaurant, or coffee shop. The pickpocketers are so good at what they do, and your stuff will be gone before you even realize it.
At the train put your backpack and purse in front of you, and if the train is full make sure that your hands are in your pocket protecting your wallet and phone.
